While every effort will be made to ensure strict impartiality on the part of Commissioners in Panel hearings, it is inevitable that individual Commissioners may on occasion have had some prior contact with witnesses. Notwithstanding, every effort will be made to ensure there is no bias or conflict of interest in Panel hearings.
